This is an interesting link from Heritage.org on the budget. Looking at this from a logical lens, I think items 2, 4, and 6 will depend on what side of the political spectrum you are on.
However, it is hard to argue with the opening paragraph. Regardless of whether you are a Democrat or Republican or favor more or less spending, the country needs a budget, period. Not a continuing resolution or a short-term fix.
